ESF+ PROGRAMME MANAGER – EXECUTIVE OFFICER GRADE

Job Purpose

The ESF+ Programme Manager will lead the co-ordination, and implementation of Sport Ireland’s “Diversity & Social Inclusion Innovation Programme for Sport” programme. This will focus on the development and promotion of participation in sport and physical activity amongst identified groups at risk of marginalisation. The programme will be delivered through the Local Sports Partnership (LSP) network, with engagement also required with other key Sport Ireland stakeholders and relevant Sport Ireland Units.

Reporting To: Director, Anti-Doping & Ethics

Key Duties and Responsibilities

  • Manage the design, planning and delivery of the “Diversity & Social Inclusion Innovation Programme for Sport”, ensuring the programme meets the criteria of a social innovation project.
  • Manage the administration of grant funding and payments as part of this programme, ensuring adherence to established financial procedures and the terms and conditions of the ESF+ programme and Sport Ireland as required.
  • Manage the extensive and specific reporting requirements of the ESF+ programme, ensuring accurate financial reports and performance, outputs and result indicators are submitted in a timely manner.
  • Ensure the design and delivery of the programme aligns with and complements existing Sport Ireland policies and plans such as Sport Ireland Policy on Diversity and Inclusion in Sport, the Participation Plan, LSP Strategy, National Sports Policy etc.
  • Build and maintain strong working relationships with a range of stakeholders in the public and private sector at both a national and local level to advance the work of Sport Ireland.
  • Collaborate with other Sport Ireland Units to ensure the successful delivery of this project.
  • Manage a well-motivated and focused team to service the priorities of Sport Ireland.
  • Work with Sport Ireland’s Innovation Manager to integrate innovation and design thinking principles in the development of the Diversity & Social Inclusion Innovation Programmed for Sport.
  • Work with Sport Ireland’s Evaluation Manager to evaluate the Diversity & Social Inclusion Innovation Programme for Sport in accordance with the ESF+ funding criteria.
  • Work closely with Sport Ireland’s Partnerships Manager, this role will ensure the effective roll out of the ESF+ programme across the Local Sports Partnership network.

Person Specification:
Essential: Qualifications, Experience, Knowledge, Skills and Abilities

  • Must have a relevant Third Level Qualification (minimum Degree or Diploma) AND a minimum of 1 years’ previous experience in a similar role OR, a minimum of 3 years’ experience in a similar role.
  • Must have budgeting and financial tracking experience.
  • Must have experience in project management.
  • Must have experience of monitoring and evaluation of programmes.
  • Must have strong interpersonal skills and the ability to communicate effectively with a range of different stakeholders.
  • Must have strong PC skills and knowledge of MS Office.
  • Must have a proven ability to work effectively as part of a team and on own initiative.
  • Must be highly efficient, results focused, with a keen attention to detail and high standards in all business activity.
  • Must be capable of building and maintaining healthy, effective and mutually respectful business relationships with all key stakeholders.
  • Capable of bringing innovation and experience/expertise from previous projects to bear on existing issues, making proposals for improvements and efficiencies where appropriate.
  • Must have experience of monitoring and evaluation of programmes.

Additional Information:

Contract: Full-time, 5 year contract

Salary Scale: Higher Executive Officer Scale (inclusive of two long service increments). The appointment will be made on this scale at a point in line with current Government Pay Policy. New entrants to the public sector commence on the first point of scale.

Operations Procurement & Programmes Officer

Reporting to the Head of Operations, the Procurement & Programmes Officer provides an important support role within the organisation. Working as part of a mutually supportive team, the Procurement & Programmes Officer provides procurement expertise and programme support to ensure the success of the organisation in providing performance support services and development programmes to high performance sports. This role requires an experienced administrator, with the confidence to deal with complex issues and an eye for detail, providing an impeccable standard of support in a busy and rewarding environment.

The operations of the Sport Ireland Institute evolve regularly in response to demands on the organisation by stakeholders and requires regular review of specific roles on the Operations team. This role will be subject to regular review and adjustment in agreement with the position holder to ensure the operations function supports the wider organisational mission.

Main Job Tasks and Responsibilities

Procurement Support, including

  • Finance support: expenditure and payment administration; liaising with Finance regarding orders, payments, partnership agreements, associated paperwork and record-keeping.
  • Contracts administration: panel membership and tenders administration; support with EU and national tender processes; associated paperwork and record-keeping.
  • Daily, weekly and monthly orders, deliveries and stock checks, including ensuring adequate stationery, kitchen and water supplies. Catering orders.

Programme Support, including:

  • Sport Ireland Institute Professional Accreditation Programme (SIIPA) administration
  • Professional capability and expertise support, e.g. Pursuit of Excellence Programme (PEP), Sparking Performance Programme, internal CPD programmes administration, etc.
  • Event support including coordination and general support before, during and after events, as required, specialising in procurement and budget administration.
  • Meeting coordination, support and minute taking

General Operations Support, including:

  • contactus@instituteofsport.ie queries administration.
  • Reception cover, as required and cover/support for other Operations team members.
  • Other projects or tasks within the competency of the role, as required.

Some evening and weekend work may be required.

Skills and Experience Required for Role

  • Excellent organisational skills, extensive administration experience and a track record of delivering objectives/projects to a high standard
  • Finance and public procurement experience an advantage
  • Highly proficient in MS Office applications, including Word, Excel, PowerPoint and Outlook
  • Strong team ethos essential.
  • Friendly, flexible self-starter with impeccable attention to detail.
  • Excellent face to face and telephone manner.
  • Experience of working in high performance sport an advantage.
